The NDPC serves as the leading voice for North Dakota’s oil and gas industry. We are committed promoting and enhancing the discovery, development, production, transportation, refining, conservation, and marketing of oil and gas in North Dakota. We work to achieve this by facilitating open discussions among members, influencing regulatory policies, and engaging key stakeholders.

STATE AND LOCAL POLICY
Representing you
in North Dakota
State and local regulatory engagement remain a key focus of our overall strategy. Through the Regulatory Committee and various Task Forces, the NDPC focuses efforts on rulemaking and regulatory policy updates relevant to the oil and gas industry.
In addition to legislative and regulatory action, the NDPC also partners with other industry organizations in legal matters. We continue to evaluate legal options regarding federal regulations and rulemaking on a case-by-case basis.
State Rulemaking
We engage at all levels with state regulatory agencies, including, but not limited to, the North Dakota Industrial Commission, North Dakota Public Service Commission, Department of Mineral Resources, Department of Health, Department of Environmental Quality, and State Land Board. We are committed to ensuring rules and regulations don’t unnecessarily prohibit or hinder the operations of our members.
Local Strategy
Engagement with local jurisdictions, including county and city commissions and the MHA Nation, is a top priority for the NDPC. Through the Tribal Lands Committee and Trucks, Roads and Permitting Committee, we have worked to expand our community outreach team to engage and influence local oil and gas rulemakings, road and permitting restrictions, and other related developments.

Regulatory Committee
Our regulatory committee is actively engaged in local, state and federal issues and members will help provide recommendations to the North Dakota Petroleum Council Executive Committee on key issues. The committee will also develop comment letters and position statements on regulatory and legal issues for the Petroleum Council.
Legislative Committee
The Legislative Committee helps set the Petroleum Council’s legislative agenda each biennium and provides guidance on which bills to actively support or oppose.
Fire Prevention Taskforce
The North Dakota Petroleum Council created this taskforce to compile best management practices designed to help operators mitigate wildfire risks while maintaining operational safety and regulatory compliance.
Service Sector Committee
This committee represents and addresses the critical needs of service providers within North Dakota’s oil and gas industry. By fostering collaboration and providing a platform for discussion, the committee aims to enhance the success and sustainability of the service sector while strengthening its contributions to the industry and the state.
Communications Committee
The North Dakota Petroleum Council strives to provide media and public relations messaging through multi-media outlets state and nationwide. This committee is responsible for developing the Council’s communications strategy, talking points, messaging and promotion of the oil and gas industry.
Outreach Committee
This committee provides the leadership and vision for community outreach and the North Dakota Petroleum Foundation.
Safety Committee
The Safety Committee works with key entities in North Dakota to improve industry efforts in all areas of safety, including transportation, well site safety, public outreach, etc.
Technical Solutions Group
This group meets to discuss industry issues that matter to our members and collaborative Bakken producers’ solutions to those problems. NDPC member companies gather to explore innovative projects and technologies.
Tribal Lands Committee
This committee works with tribal and regulatory officials on key issues relating to oil and gas development on tribal lands.
Trucks Permits & Weights Committee
This committee addresses issues relating to motor vehicle transportation including county and Department of Transportation issues, permits, weight limit issues, road restrictions, and more.
